information against fly as pest

Dear All:

I am desperately looking for information showing that flies (D. melanogaster) are not agricultural pest and are not harmful for ecology in general. If the evidence is strong, we might not need to go through a lot of paperwork for importing fly stocks to Taiwan.
I would appreciate any help.
