As in the first version of GS vector described in Toba et al., (1999), it contains two copies of UAS/hsp70 module. One copy is located near 5'P end, so that it would misexpress the vector-flanking genes upon GAL4 activation, whereas the other one is followed by GFP/SV40 trailer sequence, thus it would simply mark the GAL4-expressing cells. Therefore, misexpression of the vector flanking sequence occurs 5'P site only, and GFP will be expressed under control of GAL4.
